Lotus Notes error "the tcpip stack reported that it run out of memory"

Asked by PIPE in Lotus Notes, Lotus Domino Email Server

This error occurs in Notes clients logged for sometime. The users loose connections and have to reboot the machine.
The users having the tcpip port disabled get the error: "Network error due to transient network condition or hardware failure".
This started to happen recently, i tried several remedies but none solved it.
