Consolidating Two Lists Into One

I have two long lists in separate worksheets that I need to combine into one master list.

Worksheet #1 contains the following column names and data: Broker #(4 digit ID numbers), Broker Name (Text names), and Jan04 (contains percentages).

Worksheet #2 contains the same column names and types of data, except the third column is named Feb04 instead of Jan04.

What I need to do is create a new worksheet with four columns that combines the data from both worksheets. I need Broker #, Broker Name, Jan04, and Feb04. One problem is that the lists aren't exactly the same. For example, there are brokers that are in list 1 that aren't in list 2 and vise versa.

I've tried several techniques (consolidate, paste special, etc), but have yet to find a workable solution.
