Can user be forced to enter dates in two cells?

Zone: Microsoft Excel Spreadsheet Software

I have cells A1 and B1 where the user must input a date in each cell. I also have some validation rules for these cells so the user can only enter a date before a certain date. The formula in A2 then adds 17 years to date entered in A1. The formula in B2 then adds 20 years to the date entered in B1. I have a third cell C1. The formula for C1 determines the greater value of A2 and B2 and inserts the greater value into C1. Everything is working. The problem I am having is that if the user fails to put a date in cell B1, then C1 will fill with the value of A2. If the user fails to put a date in cell A1, then C1 will fill with the value of B2. Is there a way to force the user to enter dates in both A1 and B1? I hope this makes sense. I am a novice so please be easy on me.
