A formula is not going to work for this purpose, because it will inevitably create a circular reference. You can accomplish your goal using VBA, however.
Here is a macro that must be installed in the code pane for the worksheet. It watches the worksheet for changes, then updates values in cells A1:A10 depending on whether the value in B1 has dropped below the values in C1:C10. Once column A is set to "done", it cannot revert to "not done".
Important: you must make your worksheet volatile by including a formula using a volatile function (RAND, NOW, TODAY, OFFSET, INDIRECT, CELL or INFO). The most convenient way of doing this is to put a formula in some out of the way cell on the worksheet like this:
=TODAY()
