Yes, sometimes Excel gets confused as to where the end of the sheet is located.
If you delete those extra rows (even if nothing is in them) and close and re-open the workbook, sometimes it solves the problem when you save again.
To find the end of the sheet, try Ctrl-G (or Edit Goto), [Special], then "Last Cell"
Whatever row this ends on is where Excel thinks the sheet ends.
If you can't seem to get rid of the extra rows, try copying everything of interest to a new sheet and try from there.

Hello ssoulages,
How are you saving it to a csv? Are you doing a save as from your VBA code to a CSV file?
This could be because there could be some data or spaces in you empty rows in excel. Can you delete all the rows till the last data row and try saving as csv again?
