Cannot read xml Files

I have Excel 2003 (from Office Basic 2003)
I have installed the xml converter pack from microsoft:

When I try to open a .xml file in Excel, it displays the small "open XML"
window asking for 3 choices, then I get a small windows saying " XML source
does not refer to a schema" but then I get a blank worksheet with no data.

I know that file is good I can open it on other system, and I have tried
other xml files that do that same thing.

Please help.
