Excel Workbook is in a different format than specified by the file extension when trying to import into Access database??

I have a Excel Workbook that gets created from a tracking company's web interface which includes vehicle activity transactions.  This workbook needs to be imported into an Access 2k database and each time I try to import it the following error is generated.

"Unable to access information in the file Report.xls.  Please check that the file exist and is in the correct format."

Now, if I open the Report.xls with Excel 2000 or 2003 it looks like a valid worksheet file and it opens with no problems there but still will not import.  If I open it and SaveAs a xls workbook then Access will import it without generating the error message.

That pretty much confirms however the tracking company is generating the workbook something is not being formatted correctly so that other applications can recognize the file as a true xls workbook.

Any ideas as to what is missing in the file when downloaed from the tracking company's web site that would render the file unrecognizable as a Excel workbook by other applications like Access??

Also, if I try to open the file with Excel 2007 the following error is generated ...

"The file you are trying to open Report.xls, is in a different format than specified by the file extension."
