How to create a waterfall chart in excel

I have attched a file that shows the chart in its current stage. I want to simplify the data entry so that the chart uses data from tab called "Data_SAIFI" to create this same chart.

To explain a little further I am trying to create a chart in excel that has the regular bar chart of a certain data, "2006 Month", "2007 Month", "2008 Month Actual Target". Within the same chart I want the amount of "2008 Month Actual" to have a subset, as a waterfall (see file attached) percentage for each piece of "2008 Month Actual".

Let me know if somebody has any ideas.
