I recently worked a problem where some of my users began experiencing difficulties opening .xlsx files while using the Office 2003 Suite with the Compatibility pack installed on their machines. For quite a while everything worked fine and about 1 month ago they began having the problem. I searched high and low to find the answer (should have joined this site a long time ago because I would have found the answer), but never found the answer until today. I found the answer to the problem, but I would like for someone to explain WHY the resolution I used worked?? The solution I found did not have an explanation, it just said here try this. Here's the snipet I found:
Logon as the Administrator
Open Windows Explorer
Go to Tools
Folder Options
File Types tab
Scroll down to XLS file types
Click Advanced
In the "Actions" pane, highlight Open
Click Edit
Uncheck the "Use DDE" checkbox
Place your cursor in the field that says "Application used to perform action"
Go to the end of the field and type "%1" (make sure you space it once from the very last character on the line)
Click OK on all windows until you are returned to the primary Windows Explorer pane.
Logoff of the Administrator account and log back on as the user to test open .xls and .xlsx file openings
Could someone please explain why it is necessary to type the "%1" information at the end of the field noted above?

In any program the %1 is the argument. DDE is the programing tool to share data between programs.

So to answer your question, why do you need the %1? Since you turned off DDE because of communications issues it was causing, you need some other method of communicating with the file. The %1 provides that communication.
Maybe there's another expert that can explain that better or in more detail. But that's how I think it works.
It's a macro problem
Everywhere on the Internet people are suggesting disabling DDE, which has it's own share of problems (opening multiple copies of excel, error messages pertaining to personal.xls).
There's a simpler solution.
In excel, hold alt and press f11 to open the VBA editor, and remove any VBA code in the Personal.xls project.
Voila, no more 60 second delay when opening the first excel document.

then, download the SP1: http://www.microsoft.com/d
Reboot your machine. You should be able to open all office 2007 docs.
