In any program the %1 is the argument. DDE is the programing tool to share data between programs.

So to answer your question, why do you need the %1? Since you turned off DDE because of communications issues it was causing, you need some other method of communicating with the file. The %1 provides that communication.
Maybe there's another expert that can explain that better or in more detail. But that's how I think it works.
