How to stop precedence of Conditional Formatting changing when worksheet copied

Hi

I am creating a workbook which will have multiple worksheets all generated via VBA. Basically, the app copies a template worksheet and populates the copies with different data.

Everything works fine except that the Conditional formatting order of precedence changes randomly for each worksheet. As a result of this the data is mis-represented on the copied worksheets.

Is there any way of stopping the order being changed when the sheet is copied?
