Rory has it right, but a further note...
If the intent is to avoid a division by zero error, then it really should be:
=IF(N(E47),G47/E47,"")
The formula as currently written skips the division if the numerator evaluates to zero but the denominator
does not; I have no way of knowing if that is your desired outcome or not.

It basically says that if G47*E47 is greater than 0, return G47/E47, otherwise return "".

PS The N() function is there to ensure that the cells are treated as numbers.
