If possible post the 2003 workbook

I was hoping you could help me with this formula. It works fine in Excel 2003, but gives me a #Value error in Excel 2007. I'm new in using 2007, so I expect this is a new feature I'm not familiar with.
The real code appears below, but I will attempt to simplify here. This is a nested 'IF' stmt intended to scan for scenarios 1 through 4 and add up different cells in the column if the stmt is evaluated as TRUE.
There may be a more organized way to write this (without using a macro - needs to be macro free), but my issue is that this code works fine in Excel 2003 and NOT in Excel 2007.
When I use the evaluate formula in Excel 2007 I get this:
When:
Scenario = 4
thisColumn = $D:$D
Red = 1
FeeRange = Calculations!$D$1:$M$61
Step 1: (Scenario = 1) : False
Step 2: (thisColumn Red) : True -- Jumps to the next IF stmt
Step 3: (Scenario = 2) : False
Step 4: (thisColumn FeeRange = "YES") : #Value! (evaluation stops)
The above in Excel 2003 reports as 'True' and in 2007 reports as '#Value'
I've checked the names list and everything is assigned properly.

Are you able to create a test workbook that contains nothing but a handful of cells, one of which contains a formula that demonstrates the error in Excel 2007 but works in Excel 2003? If so, could you post that workbook?
Had you said that the formula worked in Excel 2007 but not 2003, it would be easier to understand.

Don't do a copy/cut, save the 2003 workbook and open it with 2007 to see if this is a version or a cell format issue.
