Try the option in Format Axis > Scale Tab > "Value (Y) Axis crosses between categories"

I have a column/bar graph in Excel 2007 with frequency data for percentile intervals 0-5, 6-10, etc. However, I do not wish to display these intervals in this fashion but instead display the cut-off points, 5, 10, etc. Consequently, I would like the tick mark labels to be positioned under the tick marks, as opposed to between them. See attached graph for reference.
Opting for "Position Axis: On tick marks" does not do the trick since the columns/bars are also aligned with the tick mark. I.e. I want the labels and tick marks aligned with the columns/bars positioned in between the tick marks and I cannot figure out how to accomplish this seemingly trivial task.
Any help much appreciated!

I ended up using text boxes for labels, even though using scatter series data labels for tick labels might be a more elegant solution. Knowing what you cannot do is sometimes just as important as knowing what you can do - instead of pulling my hair I can blame XL 2007 and move on... Thanks for the help, much appreciated!

I don't believe you can do that with a standard column chart. You would need to plot something like a dummy XY scatter series with data labels to simulate the tick labels.
