did you mean can, or can't? If you can, I'd use the change event in B directly. If you can't, go with Dave's method. (you could also use a WithEvents Workbook variable.)
I have my Macro in Workbook A.
I am reading my values from Workbook B.
Can I write a macro in Workbook A to capture a change in a Worsheet of Workbook B , ie worksheet_change Event to be captured from workbook B sheet.
Please note that i can put a macro in Workbook B

Yes.
In workbook A create a new class module - called Class1 - with the code below
Then in workbook A put the second code into the ThisWorkbook Module
Then the worksheet chnage event will fire each time within the Application. You can trap the workbook that has called the code with this line,
If Sh.Parent.Name = "BookB" Then MsgBox "now do stuff"
to process the code further
