You find the Freeze Panes command on the View Ribbon.

In 2007 - select B2, click view, freeze panes, freeze panes

Place the cursor on the first cell to the right and below the rows you want to remain the same, go to Windows/Freeze panes - that's it.

How to choose freeze , I have to choose one of this there options , and if I choose one I can't choose other one, I want both of them freeze the first row and first coloumn

Try holding down ALT, press W and then F, then release ALT.

see picture. Here no panes are frozen, and with B2 as your selected cell you will freeze the first row and column A if you click Freeze panes.
