Can not install outlook 2007, have tried everything!

I have searched through google and experts exchange databases and have found similar problems with no real solution. I currently have Microsoft office 2003 installed. I tried to update to Windows 2007 with no luck at all. I uninstalled 2003 and installed 2007, once the installation begins I will get an error saying installation failed and do I want to send an error report to Microsoft ..
I will attach a screen shot and a log file to make this problem understandable.

I have tried updating my windows installer
I have tried to manual remove previous versions of office
I have tried the windows install cleanup
I have removed my temp folders and anything in the registry that is office related
My windows updates are up to date
I have ran spyware

Anyone had a similar problem and found a cure?
