Installing Project 2003 - Error applying transforms. Verify that the specified transform paths are valid.

I am trying to instal Project 2003 on a windows XP Pro and Office 2003. When I try and run the install I am receiveing this message: Error applying transforms. Verify that the specified transform paths are valid. I should mention that this is a network install but I have not had any problems installing this on other machines.

I have already tried thes KB articles with no luck.

I was able to create the Officelog.txt but the log did not list the location of the .mst.

This is the last part of the log from the Project 2003 install:
