Existing PWA site reverts to "waiting for resources" after attempt to move project databases to a new SQL Server

My company is running Sharepoint 2007 and Project Server 2007. I did the following in an attempt to move my company's project databases from one SQL Server to another:

1. Backed up the whole Sharepoint 2007 farm
2. Restored the PWA site using stsadm with the "-item PWA" and "-restoremethod new" options and specifying the new database server name when prompted. The restore completed with 0 errors, 0 warnings.
3. Went into the "Shared Services Administration: SharedServices1 > Manage Project Web Access Sites" screen and selected "Edit" from the drop down menu that appears when I hovered the mouse pointer over the URL of our PWA site.
4. In the following screen, I changed the database server name for the project databases from the old server name to the new server name and saved the changes.

Now when I go back to the Manage Project Web Access Sites page, the site shows up with a status of "Waiting For Resources" and it has been showing that status since yesterday afternoon (over 12 hours). There is no longer a drop down menu when I hover the mouse pointer over the site URL, so I can't get back to the site edit screen.

I've checked the timer job definitions. The "Shared Services Provider Synchronizing Job" and "Shared Services Timer Job" entries for both of my SSPs appear to be running based on looking at the last run time for each.

So, what did I do wrong (if anything) and how can I fix it?
