Wrong, but excellent.... :-)
I did not use JPG, Just plain printscreen, copy.
But inserting a bmp in word and the copy paste to somewhere else gives the same result.
Nice extra feature, in MS-Photo editor, When I create a new image and paste the copied image in here, it sucks. But when I paste it AS a new image (thus without creating a new image first) it displays correct. Both images have the same sizes and bithdepts.

If it is a jpg then the likely culprit is recompression. As these image types get resized and resized the quality decreases because of loss of data. I am guessing the same applies here since it is being copied and copied again.
