The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution.   • The Number of Experts Contributing
  • The Feedback of the Community

Because of the way the system is set up, the most important variable in this equation is you. open *.JPEG with photo Editor and receive - No file format information can be found in the Registry

this is my first post, so if I am missing info or this is posted incorrectly please let me know =)
Issue is on Windows 2k
I have a user attempting to open *.JPEG files and receives the following error-
No file format information can be found in the Registry
Followed by "Unknown file format"
When attempt to open with MS Paint -"Paint cannot read this file"
"This is not a valid bitmap file, or its format is not currently supported."
I have Followed and applied steps from - Microsoft Knowledge Base Article - 260151

But the same issue occurs.
I added user into power users groups and she was then able to access open jpeg files with MS Photo Editor without any problem.

Is there anything else that I could do in order for this user to have access to open jpeg files, with out being a member of the power users group??
