Check out Thompson Netg at http://www.netg.com
I have used some of their web training and found it pretty good. Most of their training programs offer a preassessment, content followed by simulations and assessments to test users on their assimilation of the material as well as reporting to show what users scored on each component. They also allow you to check out some typical content before buying as well.

Have you looked at: http://www.customguide.com ?
This one seems to sell on the 'customisation'...you can create the custom lessons, which allows for time constraints. You won't have to waste your organisations time by teaching things that your employees will ever have to learn. There are also reporting tools for the IT department to keep track of users progress etc. Another good feature is that there are different lessons for different Office versions...so if your workstation has Office 97, you learn about Office 97, and not about Office 2002 - an advanced version you'll never use. You can order a demo version also to test it before you part with your money - always a good feature...
