One of those (brainy betty) supplies the artwork in a powerpoint file. If you don't have powerpoint, but you see one you like, let me know and I'll take the artwork out and put it in Word for you.
I will say that lots of these aren't that great looking. Did you only look at the Microsoft Word templates? The Powerpoint templates may be better (I usually use Powerpoint for certificates and awards)

Hello,
If you want to add a custom frame to your page, you could add it the page's header or footer. Just create an A4 (if it's an A4 page) image in Photoshop, or any other image editing software, export it as a bitmap (like JPG, PNG for 24bit transparency, etc) or in vectorial format (WMF), and import it into your page.
As it'll be in the header, it will repeat itself as you wish.
Cheers

You can get a bunch more ready-made ones from the templates online: http://office.microsoft.co m/en-us/te mplates/de fault.aspx
I would also do a google search for "certification templates" or something similar. There are lots of great clip art sites and things of that nature where you can get stuff to use.
If you'd like to create your own you'll need some sort of Illustration or Graphics package (ie. Illustrator, Photoshop, Fireworks) Simply save the graphics and then place them onto your blank project in Publisher.
