Please wait while Windows configures Microsoft Office Professional Edition 2003... every time Powerpoint starts!

Every time I start MS Powerpoint 2003 as a user that is NOT an administrator, I get this message. Then it starts to lock in an endless loop until you click cancel.
I have tried the solutions other people have mentioned:
1. Run Windows Installer Cleanup utility (after uninstalling Office 2003, then reinstall)
2. Uninstall and manually delete all user folders and registry entries
3. Run the Office 2003 Resource kit program - Removal Wizard. This was useless

Administrator accounts dont have this problem and neither do any other Office 2003 applications when logged in as a NON administrator.

I can not seem to find out what is causing this, and where the file / registry entry is that I have missed. Is there a utility / script to cleanup and remove ALL of an Office 2003 installation such as "eraser2k" for Office 2000?
