Enable AutoArchive - Outlook 2003

We're running MS Outlook 2003 (11.8118.8122) SP2 under WindowsXP SP2, and AutoArchive is disabled.  There's just a blank space where it should be on the Other tab in the Options window, and there are no archive settings in the Properties window for Outlook folders.

Obviously, this is very frustrating!  Please help!

Here's what I'm looking for:

- Registry change that will enable Auto-Archive
- Coded procedure that will Archive on open...perhaps everything that hasn't been accessed in the past two weeks?  BTW, I've never done any coding for Outlook, so I may need help figuring out how to implement such a solution...

I have to use the Outlook version listed above, and I can't install any "helper" applications.
