Autoforward email to external address with Outlook 2003/2007 and Exchange 2007

I am running Exchange 2007 and the clients have Outlook 2003 and 2007.  When setting up an Autoforward to an External email address, it fails.  I have created a test Contact and User in AD.  I then made a mailbox for the user and checked the forward to button and inserted the external address.  This used to work in Exchange 2003 but not in 2007.  I'm sure I am missing something.  I have looked on this site, but everything seems to be toward Exchange 2003.    All insight would be appreciated.
