Error 1612 when trying to update Office 2003 with SP3

We have Office 2003 SP2 running on Windows Server 2003 running Terminal Services.  When I try to install Office 2003 SP3, I get the following message:

Seeing if patch C:\DOCUME~1\ADMINI~1\LOCALS~1\Temp\1\IXP000.TMP\MAINSP3.msp is needed...
The update failed.
Finished processing the update on 04/14/2008 at 18:16:51.
Encountered error 1612 while updating.
Launching Setup Watson...

Is there any way to fix this without having to uninstall MS Office 2003 and re-install it?  I am attaching the Office Hotfix log file.Start Free Trial
