Can't uninstall or repair Visio

Visio 2007 on one of my PCs started reporting a missing dll two days ago. I ran repair but received this message:
     Microsoft Office Visio Professional 2007 configuration did not complete successfully

When I try to uninstall, it goes through the appropriate motions then reports:
     Microsoft Office Visio Professional 2007 uninstall did not complete successfully

I've tried repairing and uninstalling several times each, always with the same results. I'd like to do a clean install but that option isn't available when I run setup from the CD -- it only offers three choices: add/remove features, repair or uninstall.

I appear to be stuck in a loop here. Is there a reg setting or some other way to tell Windows that Visio isn't on this PC so I can do a fresh install? Or a way to force a complete uninstall?
