Operating System: Windows XP Service Pack 2 and Windows XP Service Pack 3
Computer Brand: Dell
Program: Microsoft Office Access 2003 Service Pack 3 from MS Office Professional Edition 2003

Computers are located on a university network connected through the Active Directory with the local administrator accounts and active directory administrator accounts.

We recently moved computers to MS Office Enterprise Edition 2007 by the Upgrade feature from MS Office 2003. This was done by installing MS Office 2007 upgrade with AD Administrators and Local Administrators.

Installation Process Used Typically:
MS Office Professional 2003 currently installed.
MS Office Enterprise 2007 Upgrade.
MS Office Enterprise 2007 add Access 2007.
MS Office Professional 2003 install Access 2003.

I try to run MS Access 2003 on any Administrator account it will operate without any problems.
I try to run MS Access 2003 on any non-administrator account and I receive the following errors.

On opening I receive this message:
An error occurred and this feature is no longer functioning properly. Would you like to repair this feature now?
--Choices: "yes" "no"

--If Select Yes:
Preparing to Install&

Installing Components for Microsoft Access
Installing Microsoft Access Feature
"Cancel"

--If Select No:
Selected collating sequence not supported by the operating system.
----Choices: "ok" "help"

----Select Help:
Pushing help brings up error 3228, which suggests modifying the registry from ascii to international does not solve problem.

----Select OK:
MS Access 2003 will open with Blank screen.
From there if you try to open any file within MS Access 2003 and the process of the errors begin from the beginning.

SOLUTIONS TRIED:
-      This problem has only happened with computers that were upgraded to MS Office 2007
-      Tried Uninstalling MS Office 2007 and problem still occurs.
-      Tried Uninstalling MS Office 2007 and MS Office 2003 and reinstall MS Office 2003 and problem still occurred.
-      Tried Uninstalling MS Office 2007, MS Office 2003 then ran Windows Installer Clean-up Utility then reinstalled MS Office 2003 and problem still occurred.
-      Tried making a non-administrator user an administrator for running Access the first time then changed permissions back to non-administrator and problem still occurred.
