SP3 says "The Update Cannot Be Applied"

Office 2003 Pro SP2 running on Windows 2003 Std Server with Terminal Services in Application Mode.

We have about 30 people using Office apps via RDP/Terminal Services. When using Help-About it states that it is at SP2. This is a legal copy of Office purchused via MSFT volume licensing.

We are looking at installing some software that requires office to be at SP3. I downloaded SP3 from the MSFT website and began installation via add/remove programs. After some grinding an error popped up: The Update Cannot Be Applied" there were no further errors and setup terminated. I did some reading online to see what this meant and saw that this can be generated when having mis-matched language versions of the software and SP. Our software is in English and the SP was also ENU...

I decided to download the "international" version of SP3 again from MSFT, but that too failed to install - this time with a slightly different error...

I tried going online to officeupdate.microsoft.com and running an update through there, but after installing all the activex controls and validating my software, it told me that office update could not update my product...
