MS Office 2003 Deployed through GPO

We have kind a funky situation that we are trying to resolve.  I have several XP SP2 workstations that have Office 2003 Standard installed manually (by that I mean from the CD instead of a GPO).  We are preparing to deploy Office 2007 Standard through GPO and as a part of that we are redeploying Office 2003 Standard to all workstations through a GPO so we can control the installation/removal during the transition.  Here is the problem I am having:

I deploy Office 2003 through a GPO to workstations that have it already installed.  The deployment goes fine but when I log into the workstation there is nothing in the MS Office Program Files folder.  If I go to Add/Remove Programs and uninstall MS Office 2003 then go back to the MS Office Program Files folder, all of the programs show up and are functional.  Any idea why this is and if I can fix the problem?
