Thanks for the link. Turns out the High Contrast option was enabled in Accessibility in Control Panel on this workstation. I couldn't tell because other applications looked normal on this computer. Thanks.

Uninstalled previous Office XP system and installed Office 2007 Pro.
Opened the new applications (Excel, Word etc) and they will look like the attached picture.
All the menus look black and white. However, the applications work fine and display color in the documents (Excel or Word) just fine.
Other applications (non-office) on the computer look normal.
This is a brand new installation and I have not touched any options in any office application. I thought the problem might be WIndows XP display themes, style or fonts but everything looked normal.
Any suggestions?
