I am sorry, You probably already know this, but ... you can just copy messages and paste them in the desired folder. They will be saved as .msg.
Drag and drop works as well.

I looked through the Outlook 2007 Group Policy Templates and did not see an option for this (not that there isn't one -- just did not see it).

From what I know it cannot be done using Group Polices. Only way to do it is with a macro.
