permanently change Vista / Outlook 2007 language setting

How do i PERMANENTLY & Irrevocably! remove English (United States) from the list of enabled editing languages for MS Office 2007 ?   I've googled and found others with issue but no fix worked for me.
In regional & lang options...
Format=English(Australia) , Current location is Australia, keyboard English - US International only.

I've tried removing English (US) from Office Tools Language settings but it just comes straight back. Primary editting language is AU. I just figure that if I removed it I'd get rid of all the problems with the OL2007 spell checker etc always defaulting to English (US)
Word seems to behave itself and has AU set as default in Normal.dot

It's beginning to really piss me off as if i set the language to AU and add words to custom dictionary, they dont get picked up next email as the language has defaulted back to US.
