Cannot install Office 2007

I have set up a virtual machine running XP Pro SP3, VB6, and Crystal Reports XI.

Now I need to install Excel 2007 as the project I'm working depends on it.

Repeatedly the installation fails:

After that, the installation rolls back and I get a rather generic error 5000:

What could be going wrong here?

It appears to me that the FrontPage extensions are locked and not permitting updates.  But I haven't explicitly installed FrontPage extensions and I've told the Office installation not to install them.
