It still keeps running the config process even after that reg edit.

starts the configuration process. The only application that it does not seem to do this with is Outlook. Is there a way to stop this process from reoccuring?

Something won't complete in the Config process (obviously, you figured that out). Try this registry hack to fix it. Open the Run dialog box and copy/paste this in:
fice\12.0\ Word\Optio ns /v NoReReg /t
reg add HKCU\Software\Microsoft\Of
REG_DWORD /d 1
The config process might run one more time, but after that it should be complete.
