Goofy Characters Pasted Word -> IE7

Question: Why the goofy characters when pasting Word to IE7?

I composed an answer to another Experts Exchange issue in Word 2007 and pasted to IE7; my OS is Vista 32 bit home premium.  

The apostrophes came out as goofy characters like this:
I really cant complain  its a very nice

I suspect this is a character set issue, but what am I suppose to change, and where?

Shouldn't all this Microsoft stuff be compatible with itself right out of the box?

Any tips would be very much appreciated.
