How do I install the "Get Started" tab (a COM add-in) in Word and Excel 2007?

I am using Office 2007. I have installed the "Get Started" tab several times without problems in Word and Excel.

One one particular XP machine, I installed the "Get Started" tab from the Microsoft website, but the tab does not show up in Word or Excel. I can see that it is in Add/Remove programs. I can also see it in the add-in sections.

In the end, when looking at the add-in section, I get the "not loaded. runtime error". The machine has .NET 3.5 (I've also reverted back to .NET 2.0 with the same results).
