Have a computer, Fresh install, has Word 2003 sp3
we copyed over her normal.dot from Word 2002
She is in Normal view mode.
She can not see Soft page breaks and the page indicator at the bottom is grayed out.
If i open my copy of Word 2003 sp2 and press enter 45 times a page break appears, and
the page counter says page 2.
I do the same on her Word the page break never appears and the page counter does not change.
I do this in Normal view, and we want to be in normal view.
What is the problem. how do we fix it.

Pressing Return 45 times isn't the best way to get a page break: if the default font was small or if the page size was large, 45 lines may not cause it to spill to a new page.
Click the Show All (the ¶ button) so you can see the non-printing characters. If you press Ctrl-Return you will get a hard page break: does that cause the status bar to show Page 2?
Does her Tools | Options, View dialog have the Status bar and Horizontal scroll bar checkboxes turned on?

I presumed you copied the old Normal.dot because she wanted to keep certain settings and some other items such as Styles and AutoText entries. If you were to copy her Normal.dot to your computer, do you get the same result as you do on her computer? If so, then it has something to do with her Normal.dot
Try reverting her back to the default Normal.dot and the issue goes away. If the issue does go away then she should update the settings in the default Normal.dot file as desired. Then using the Tools | Templates and Add-Ins | Organizer... copy the applicable Styles, AutoText, Toolbars, and Macro Project Items from the old Normal.dot to the New Normal.dot
