headers and footers missing in Word 2007

I have a user running windows xp and office 2007 sp. When he views a document with headers and footers they do not show up in the regular print layout view. I tried a few fixes listed below from microsoft but still have the same problem. The documents are viewed correctly by other users.

fix 1
show white spaces

fix 2
Show white spaces between pages in print layout mode

fix 3
clear the different first page check box in layout
