I actually over thought this, the picture in the document had become unlinked from the source. After I deleted and re-added it worked fine.

Word 2003 gives error when trying to use draw and text wrapping function
The error is "the server source file or item cannot be found. Please ensure that the application is properly installed..ect."
I have already uninstalled/reinstalled office to no avail.
