I know about File->New->Labels but I still don't understand how to partition the page and have a synchronizable tear-off area on the half page flyer. File-New->Labels creates a page of labels, right?

How to create Flyer in OpenOffice Writer
I would like to create a tear-off flyer which only uses half of a standard letter (8.5 x 11) sheet of paper so that two flyers can be printed on each sheet (top and bottom with tear offs on the bottom of each page). Can someone please suggest how I can accomplish this? The two tasks I think I need to figure out are
1 - how to partition the page so that it is divided between top and bottom and the bottom is synchronized with the top.
2 - how to create labels which are all synchronized with the first label.
I see where File->New->Labels creates a new document of labels but I would just like to insert vertical tear-offs and not have a whole document of labels.

I just reread my original question and I think that maybe I confused the issue by trying to guess how I thought I should do it. I should have just described what I want to be able to do.
Here's another try:
I want to be able to print two flyers on a single sheet of paper. The first flyer will be on the top half. The second flyer will be on the bottom but they will each be identical. The bottom is just a copy of the top. Additionally, since they are flyers I will need to have "tear-off" strips along the bottom of each flyer which will each contain vertical text.

Same basic concept. Play with the above label definition until you get what you want (two equal sized flyers). Then compose the text and add a single row, X column table at the bottom. Open the drawing toolbar and add a narrow text box and start typing. The text will go vertical from there. When done, copy/paste into the bottom label to get two per page.
Very ugly proof of concept attached.
First, let me make it clear that I am not an open office expert. I think what you really want is a page layout program. Scribus can be downloaded from Sourceforge an it will support text boxes that can be placed on the page. Then those text boxes can be stepped and repeated to give you multiple up on a single sheet. Scribus is worth looking at if you want to do more complex page layout.

Set it to the below, tweak settings until you get exactly what you need:
