I have Norton antivirus 2005
There it has the following option:
Under MISC:
'Scan system files at start up'

The scan is invisable to the start up. The program does not have an option to do a full scan at start up. The other two revisions 2003 and 2003 also do not have this option.

Therefore I would assume your version must have this option that you manually must uncheck.
It would not make sence to force you into a comple HD scan upon start up.

Joe,

Thanks for your help.

Actually, there is a way to stop it, and I'm only replying so that others who've run across this issue will know how to deal with it.

Symantec says that there is no way within the program to turn off the startup scan.  However, here is a workaround they suggest.  If you have SAV CE 10.0 on a client machine, uninstall it.  Install SAV CE 9.0.  (If you didn't have 9.0 before you upgraded to 10.0, you might be out of luck.)  Create a registry entry in: HKEY_CURRENT_USER\Software\Intel\LANDesk\VirusProtect6\CurrentVersion\CustomTasks: right-click in the right pane and click on "New", then "DWORD Value".  Name the Value, "CreatedUserQuickScan" and assign the value the number "1".  (You can double-click on the entry, which will let you modify a field named, "Value data".)  Next, roll out the SAV CE 10.0 on top of the 9.0 version on the client.  Restart the client computer, open up the user interface of the client (double-click on the Symantec shield in the system tray, if it's turned on, or open the UI through Programs, Symantec Client Security, Symantec Anti-virus), click on Histories, Scan History and you should not see a startup scan running.

To run a Quick Scan on the local computer
Start Symantec AntiVirus.
Click Scan > Quick Scan.
Click Options.
Under File Types, make sure that All types is selected.
Under Scan Enhancements, check Scanning for traces of well-known viruses and Security Risks.
Click OK.
Click Scan.

To start a Quick Scan on a computer from the Symantec System Center
Start Symantec System Center.
Unlock the server group.
Right-click the computer that you want to scan, and click All Tasks > Symantec AntiVirus > Start Manual Scan.
Select Quick Scan.
Click Options.
Under File Types, make sure that All types is selected.
Under Scan Enhancements, check Scanning for traces of well-known viruses and Security Risks.
Click OK.
Click Start.

Start Symantec System Center.
Unlock the server group.
Right-click a server group, client group, or server, and then click All Tasks > Symantec AntiVirus > Client Administrator Only Options.
