Project 2010 - Import and Export from Excel is not working

I can't seem to fire up the import/export dialog box when I choose "new from Excel workbook" in the file tab.
I tried "repair" ing the installation to no avail.
What's the next step.  I do NOT want to reformat  or completely uninstall everything.

This screen does not have any controls, or features.  Can anyone tell me what this does?  No context sensitive help screen either.
