Why can't I see Enterprise Resources in PWA or Project?

I have a new Project Server installation. On the Server Configuration page I specified an Active Directory group that has successfully synchronized twice. This group has 3 names in it (for now).

I expected to see these three names on the Resources page in PWA but that page lists nothing. It says that either I don't have the permission to see the resources or there aren't any loaded into the enterprise.

I have confirmed that I am logged in with Admin priveledges. If I go to the Admin page and view Users & Groups, the 3 folks are listed as users, but those same 3 don't show up as resources.
