How can I add resources to the Project Web Access resource center?

I have my office project professional configured as a client to project server. I go to the tools menu -> Enterprise Options -> Open Enterprise Resource Pool.

I have added everybody in the GAL to my Enterprise Resources. I see them in this view from my MS Project Pro client software.

Once I add them, and try to assign them tasks, they do not show up in the Project Web Access Resource Center. This is also a problem because when they log in, they do not see that they have any tasks assigned to them. Nor can they see there time.

I have about 30 users I need to show up as resources and some how 4 of the 30 are there. I have tried to create a project with just that user and then import the project. The user does not show up in the resource pool. Then when I try to do it a second time, the I get an error for duplicate entry. So this makes me think the user is there, however the user does not show in the resource center.

Please help, I have been reading the Project Server 2003 Application Configuration Guide.pdf and been following it step by step. I am still lost : (
