Task not calculating date totals

What am I doing wrong when the higher task totals are not caluclating for both the baseline and Work Hrs.

I have tried various methods of assigning task, Finish-to-STart types, add and remove predessors, etc.

See the attached file for a snapshot of problem.

I had to manual enter the Baseline higher task totals  What do I need to do to have Project automatically calculate these times?
