I am trying to install the add-in into Outlook 2003 but getting:
[The language of the project addin must match the language of Outlook...]
The project server is EN-US but all Outlook clients are EN-UK
Does anyone have a UK file (PSolkaddin.exe) or know a way round this.

I resolved same error message like this:
We have English version of Windows, and Finnsh version of Office 2007. In Outlook i changed the supported language version.
On the Tools menu, click Options, click the Spelling tab, and then click Spelling and AutoCorrection. Click User settings and Language settings. Unselect the switch that will use same language to office and Windows.
Restart outlook and Projecj Add-In started to work fine.

We had the exact same problem, we had project 2007 and outlook 2003.Both software where in French but Microsoft project seems to search for fr-fr, and our outlook software is configure with French Canadian settings fr-ca. What gives us the tip was the fact that the PSOLKADDIN.exe file is in an fr-fr folder.
C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\12\TEMPLATE\LAY
So from there we follow the solution post by hqpsystems, we had to add the "ProjectServer.12" folder and the DWORD "Language" And we set it with to 1036(French).You can find the possible values in the link below:

If you use link provided in your project server 2007 PWA to install your outlook add in then you should not see this issue.
Based on your error, you have your Project server 2007 installation with EN-UK and you have got your outlook add in somewhere else. I do not remeber the exact location, where this option is in PWA. It is somewhere in the "Project center" and in the action menu.
