Reporting Services and "Visual Reports" for Project Server

Can Reporting Services be used to create the same reports in "Visual Reports" in Project Server? I am trying to create the "Baseline Work Report" using reporting services however I'm having trouble due to the fact that Visual Reports in Project Pro uses its own cube.

I am trying to create a high level report like the picture attached. I have risks, issues, health, and accomplishments however I can't figure out this last report. Does anyone know how to do this?
