Convert Excel spreadsheet to fixed column width ASCII text file?

Hello,
I have an Excel spreadsheet that I need to convert into an ASCII text file where each column needs to be set at a specific width (column A is position 1-4, column B is position 5-6, column C is position 7-51, etc).
