With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Need formula to subtract datetime fields and second to calculate time spent per record

In Excel.  I'm trying to perform two calculations.  

The first calculation is the difference between two times:  start time and end time.  This column is in the datetime formatting and lists the subseconds.  I need to know the difference.  I've tried a basic =SUM(B3-B1) and DateDif(B3-B1) to no avail - I get #VALUE!  in the cell.

The second calculation that I need is to tell me the time spent on each record based on the total processing time and total record count.

Here's the example chart:
Record Count = 10
Column A                        Column B
Start Time:                       2007-06-07 14:57:04.390
End Time:                         2007-06-07 14:57:04.400
Total Time:                        10 seconds  <Need formula here to calculate this for me --subtract Start and End Time)
Time Per Record               1 second       <Need formula here to calculate time spent per record in file)        

Cell formatting for Start Time and End Time columns: Custom -  mm/dd/yyyy hh:mm:ss.ss
Cell formatting for the Total Time and Time Per Record columns:  Tried general, text,number and time
